Constitution ARTICLE 1 - NAME AND PURPOSEAndrews Chiefs’ Group is a private organization as described in AFI 34-223. This is a private organization. It is not part of the Department of Defense or any of its components and it has no governmental status. This organization is a non-appropriated fund activity and is not entitled to the privileges of the United States government. The Group promotes the general welfare of the Andrews AFB community, in particular enlisted members and their interests. The Group accomplishes its mission by creating informal personal relationships that encourage the positive, constructive talents of our community’s people, units and activities. The Group conducts itself in a manner free from discrimination based on race, religion, color, age, national origin, gender or disabling conditions and provides equal opportunity and treatment for all.
The Group operates on Andrews AFB, Maryland, by the authority and consent of the 316 WG/CC. The Group’s operations comply with requirements and conditions of all applicable Air Force instructions. The membership is jointly and severely liable for organization debts in the event the organization’s assets are not sufficient to discharge liabilities. SECTION I. Primary objectives: Promote professionalism among the enlisted corps by fostering esprit-de-corps, encouraging unity of purpose as an Air Force community and setting a standard of excellence by embracing the traditions, customs and core values of the United States Air Force. SECTION II. The Group advocates the interest of the enlisted men and women in our community. SECTION III. Each member of the Group stands ready to assist commanders on decisions concerning enlisted matters. ARTICLE 3 - OFFICERS AND GOVERNING BODY Officers of the Group are President, Vice President, Secretary and Treasurer and are the Executive Committee. ARTICLE 4 - MEMBERSHIP OR PATRONAGE SECTION I. Membership is open to E-9 and E-9 selects on active duty, Air National Guard, Air Force Reserve, or from the Army, Navy, Marine Corps and Coast Guard assigned, attached or associated with Andrews AFB, and retired E-9s. Only members in good standing (dues-paying) are entitled to vote or hold office. SECTION II. Honorary membership in the Group shall be extended judiciously and include the current and all former Chief Master Sergeants of the Air Force, as well as, non-enlisted people whose contributions have significantly enhanced the interests of enlisted personnel and our community. Nomination for honorary membership can be made by any member in good standing and shall be voted upon by the membership. Nominating member will submit a written petition to the Steering Committee detailing the nominee’s contributions. Approval of a simple majority of at least one-half the members present is necessary to approve such nominations. ARTICLE 5 - METHODS OF FINANCING The Group is self-sustaining. It conducts fundraising activities in support of the purposes and objectives of the Group. These activities will be coordinated with 316 SVS/CC and will not compete with MWR, NAFI or AAFES activities. Proposed sources of income include but will not be limited to membership dues, Joint Service Open House booth(s), annual Christmas gift-wrapping and memorabilia sales. ARTICLE 6 - ACTIVITIES The Group conducts activities and projects in support of the purpose and objectives stated in this constitution. ARTICLE 7 - MEETINGS AND QUORUMS The Group conducts activities and projects in support of the purpose and objectives stated in this constitution. SECTION I. Monthly general membership meetings are held at the Club at Andrews or other locations as announced by the President. Special meetings will be held at the call of the President or by a petition of a simple majority of the members present. SECTION II. A quorum will consist of members present for a meeting after advance public notice of the meeting time and location. The President will determine if a representative body of the membership is present to act on issues presented at general membership meetings. The President reserves the right to “table” an issue when, in his/her judgment, attendance at a meeting does not adequately represent the Group. ARTICLE 8 - ADOPTION AND AMENDMENTS SECTION I. The constitution and any changes thereto must be approved by a two-thirds majority of the membership in attendance at a general membership meeting. The constitution and proposed changes must be presented to the membership at least one general membership meeting prior to the vote on whether to adopt. SECTION II. The constitution and any bylaws adopted are reviewed annually and revised or updated as required. All proposed changes and records of review will be coordinated through 316 SVS/CC. ARTICLE 9 - DISSOLUTION SECTION I. The Group may be dissolved by its President upon a two-thirds majority vote of its membership or by the 316 WG/CC for just cause. SECTION II. In case of dissolution of the organization, funds in the treasury at the time will be used to satisfy any outstanding debts, liabilities, or obligations. The balance of these assets will be disposed of as determined by the membership. We will notify the Services Commander or division chief of our intent to dissolve the PO and prepare a time-phase action plan to do so ARTICLE 10 - INSURANCE Most activities by the group involve low liability exposure. In the event a scheduled activity involves a large insurable risk, the Group will obtain insurance commensurate with the risks involved as requested after review by the 316 WG/JA. If a waiver of liability insurance is granted, members acknowledge that upon joining the Andrews AFB Chiefs’ Group that each member understands he/she may be jointly and severally liable for the obligations of the Andrews AFB Chiefs’ Group. This means each member is personally financially liable for the debts, negligence, and operations of Andrews AFB Chiefs Group.
